Social assistance

Social assistance, or income support, is the last resort form of financial assistance. Basic social assistance may be available to individuals and families whose income and assets do not cover their essential daily expenses. This quick guide tells you how to apply for social assistance. 

Supplementary and preventive social assistance will continue to be provided by the City of Helsinki

Before applying for supplementary social assistance you will first need a decision from Kela concerning basic social assistance. The assistance is applied for at the social work units for young people or adults. Social loans

Social loans are intended for permanent residents of Helsinki who have a low income or limited financial means and who are not eligible for other loans with reasonable terms.

Loans are applied for by submitting a social loans application form. Before completing and submitting the form, please contact the social loans guidance and information service.

Financial advice

The target group of financial advice is especially Helsinki residents under the age of 30 who have experienced financial difficulties, for example due to the coronavirus pandemic. In financial advice, you get guidance and advice to help you cope on your own without additional indebtedness and dependence on the authorities.

The content of financial advice is shaped according to your own needs. You get the service face to face or remotely. The financial advisors work closely with the city's internal and external actors to make the service easily available to Helsinki residents.
