Terraces

Areas subject to a terrace permit include the outdoor serving areas of restaurants and cafés, for example. The permit must be applied for from the Urban Environment Division when the terrace is to be placed in a street or park area.

The city's beaches and sports parks are administered by the Sports Division, while the market squares are administered by the Wholesale Food Market.

Where can terraces be placed?

  • Follow the instructions for restaurant terraces in Helsinki for 2014–2021.
  • The terrace area must not take up more than half of the free width of an area intended for pedestrians. The width of the free pedestrian pathway must always be at least 150 cm.
  • The terrace must not impede the use of public city space, access to a property, accessibility or traffic safety.
  • The setting up of fixed structures is subject to a separate action permit from the Building Control Services.
  • The pedestrian city centre is subject to separate regulations concerning terrace dimensions.
  • Keskuskatu is also subject to separate dimension regulations.
