Organizing an outdoor event


According to the government’s decision, all events for more than 10 people will be cancelled until the 13th of May 2020 and all events for more than 500 people until 31st of May 2020.

You need a permit to organize an event on a street, square or park if the event restricts the public use of the area. A permit is required if the event involves bringing marquee tents, tables, chairs, stages, fences or other structures to the area, for example.

If the event affects pedestrian, cycling or other vehicle traffic, you must also submit a notice of temporary traffic arrangements. The event organiser is also responsible for the implementation of the temporary traffic arrangements.  

 

How to apply?

  • You can handle the permit matters related to your event by submitting an online event announcement.
  • Alternatively, you can fill out an application form (pdf) and submit it by e-mail to ulkoilma@hel.fi.
  • For a small-scale outdoor event, you can reserve a venue via Varaamo without having to go through the permit procedure.
  • Permission for a short-term marketing event or promotion can be applied for via the Lupapiste service.


Where can you hold events?

  • The simplest option is to hold your event in one of the city’s event areas. For more information, please refer to the  event area cards (pdf).
  • Venues for small-scale outdoor events are available via Varaamo.
  • Events can also be held in other areas of the city. You can view upcoming and ongoing events on the map service.


How much does it cost? 



When is a permit not required? 

  • You can reserve an outdoor event venue for a small-scale event to be held between 1 April and 31 October via Varaamo. Please read the terms and conditions (pdf) and frequently asked questions (pdf) (in Finnish).
  • You do not need a permit to organize a small-scale event for a private individual event (such as an anniversary celebration, bachelor party, etc). However, applying for a permit allows you to reserve an area for your use.
  • You do not need a permission from the authorities for busking in Helsinki. For more information, please see the environmental protection regulations.
  • The distribution of products and brochures is permitted without a separate permit if the activity is short in duration and no structures, such as a table, chairs and stands, are placed on the ground. Read more about mobile sales and distribution.
  • If you wish to organise a demonstration, please submit a notice of a public meeting to the police.


Good to know 



When is the permit applied for in a different way? 

  • If you are organising an event on a public beach or in a sports field or sports park, you will need to apply for a permit from the Culture and Leisure Division.
  • If you are organising an event in a square that is used as a marketplace or at Malmi Airport, you will need to apply for a permit from the Wholesale Market.
  • If you are organising an event in a harbour area, you will need to apply for a permit from the Port of Helsinki.
  • If you are organising an event in a harbour area, you will need to apply for a permit from  Helsinki City Transport.
  • If you are organising an event on private property, such as in a shopping centre, you will need to seek permission from the property owner or holder.

Does your event affect traffic?

If your event affects pedestrian, cycling or other vehicle traffic, you must submit a notice of temporary traffic arrangements that includes a temporary traffic arrangements plan. A notification must also be submitted if parking spaces are reserved for event use with street signs urging vehicle owners to move their parked vehicles. More detailed instructions are provided below. The event organiser is also responsible for the implementation of the temporary traffic arrangements.

How to apply?



Content of the plan

  • You can prepare the plan on a base map using image processing software or draw it by hand and scan it. You can also make use of the standard solution images (pdf) (in Finnish) if you wish.
  • Please take accessibility into consideration.
  • The plan must indicate
    • the temporary routes for different modes of traffic
    • temporary traffic signs and traffic control devices
    • possible driving speed reductions
    • a description of the site’s impact on public transport and changes to public transport stops
    • the impacts of the arrangements on taxi ranks
    • the locations and areas of effect of street signs urging vehicle owners to move their parked vehicles
    • other changes that have an impact on permanent traffic arrangements
    • protection and fencing of the work site
    • impact on the arrangements of other work sites (see currently valid permits on a map)

How much does it cost?

  • A decision on temporary traffic arrangements does not cost anything itself, but the decision that it is based on (such as an event permit decision) may be subject to a fee.
  • The addressee of the decision is responsible for acquiring or renting the necessary traffic signs and implementing or ordering the implementation of the traffic arrangements.
