Outdoor advertising devices

If you want to permanently place an advertising device used for leasing out advertising space to entrepreneurs in a public area, you need to make a lease agreement.

How do you apply?

  • Start by submitting a proposal regarding the desired location for the advertising device to the Urban Environment Division’s Land Use and Monitoring Unit (alueidenkaytto@hel.fi). Attach a layout plant, the device model and a mock-up image to the proposal.
  • When the device location and model have been approved, a lease agreement is made for the location.
  • A fixed advertising device also requires the Building Control Services’ action permit.

How much does it cost?

The pricing is determined on a case-by-case basis.

Good to know

  • If you want to place an advertising device on a property, the permit is granted by Building Control Services.
  • A frames, i.e. transportable advertising boards, have their own instructions.
  • The Urban Environment Division’s Land Use department also leases out advertisement space on bridges.
  • If you want to place a signpost or board (e.g. a museum sign), you need to make a placement agreement.
  • If you want to place other advertising devices (e.g. advertising devices for the use of shopping centres, car dealerships or fast food restaurants), fill out an application (pdf) for leasing the area.
  • The lease agreement is terminated by submitting a written notice of termination (pdf).
  • If you need to have changes made to the agreement, contact the inspectors.
