Connecting to water, electricity and heating networks
Buildings connected to the general sewer system
The majority of properties in Helsinki are located in the area of operation of a water supply plant, meaning either Helsinki Region Environmental Services HSY or Sipoo's water supply and sewerage plant. According to the Water Services Act, a property located in the area of operation of a water supply plant must be connected to the wastewater sewer of the plant. The connection is made based on an agreement with the relevant water supply plant.
Exemption from connection to the sewerage system
Owners or keepers of real estate may apply for exemption from connection to the sewerage system in the water supply utility’s operating area. Applications for exemption must be made in writing to the environmental protection authority, i.e. the Environment Centre. Applications can be made in free form or by using an Environment Centre form.
Properties that are not connected to a water supply plant's wastewater sewer
Provisions concerning the wastewater treatment requirements of properties not connected to the wastewater sewer of a water supply plant are provided in a separate Government decree. In Helsinki, the decree concerns properties that are located outside the area of operation of Helsinki Region Environmental Services HSY and Sipoo Water Supply and Sewerage, as well as properties that are located in the area of operation of the water supply plants, but have been exempt from the connection obligation. As a rule, the decree does not apply to properties that are not connected to a water main.
The property's wastewater treatment system must fulfil the standards of treatment provided in the decree and the property must have a valid wastewater system report.
The renovation of old wastewater treatment systems and the building of new systems is subject to a planning permission for minor construction granted by the Building Control Services. The permit application must include a plan for the wastewater system.

In addition to the decree, the wastewater treatment of properties not connected to the sewer network of a water supply plant must take into consideration the City of Helsinki's environmental protection regulations.
The environmental protection regulations include additional provisions concerning the wastewater treatment and management of, for example, properties built in important groundwater areas.
Water pipes and sewerage
The connection of a property's water and sewerage pipes to public networks must be ordered in accordance with the instructions provided in the excavation permit.
Connecting to the power-distribution network
Properties located in the Helsinki area can join the city's power-distribution network, with the exception of the areas in Sipoo that were annexed on 1 January 2009. The connection contract is drawn up with Helen Sähköverkko Oy. The connection may be a permanent connection, a temporary connection, an event electricity connection or a microgeneration connection. Connecting to the district heating network
District heat is suitable for all types of houses and buildings, including detached and semi-detached houses, terraced houses and blocks of flats, as well as business properties. The district heating contract includes the connection of the property to the district heating network and heat supply. The contract can be drawn up once the property's information has been reviewed and the necessary documents have been supplied. Connecting to the district cooling network
District cooling is suitable for both households and businesses. Before a property can be connected to the network, its cooling needs must be reviewed, after which a property-specific connection contract can be drawn up.
