How and when to apply to basic education in different languages

Here you can find the important dates and instructions on how to apply to basic education in English and bilingual education in different languages in Helsinki.


Admission to 1st and 7th grade for basic education English and bilingual education, start of school on 11 August 2022

Future first-graders and seventh-graders apply to basic education English and bilingual education according to the instructions below.

Admissions to 1st grade

Compulsory education for children born in 2015 begins in the autumn 2022. The application period for the first grade for the academic year 2022–2023 (between 5 January–30 January) has ended.

Supplementary application round to 1st grade

If the family moves to Helsinki after January, vacancies can be applied for in the supplementary application round in August 2022. The application period is open 2 May–22 July 2022 and aptitude tests take place in August. Admissions to 7th grade

The application period for the seventh grade for the academic year 2022-2023 (between 15 November–15 December 2021) has ended. If the family moves to Helsinki after this, you can only apply for vacancies in English-language basic education in the seventh grade if the pupil has previously studied in English in instruction corresponding to basic education in Finland or abroad. More information on applying based on previous studies can be found under the section 'Admissions for applicants who move to Helsinki in the middle of basic education' below.

Supplementary admission round for basic education in different languages, start of school on 11 August 2022

Supplementary admission round for free places in English-language and bilingual education opens on Monday 2 May 2022 and closes on 22 July 2022. Apply for a place by registering the child for an aptitude test that tests the child’s language skills. The tests will be held in August. Applications received outside the application period will not be processed.

The aptitude test dates are Wednesday 3 August 2022 (for English-language basic education) and Thursday 4 August 2022 (for bilingual education: Finnish-Chinese, Finnish-English, Finnish-Estonian, Finnish-Russian and Finnish-Spanish)

Submit your application either electronically or by posting a paper application to the Education Division. If you are applying for a place for more than one child, fill out a separate form for each applicant.

We aim to post the details for the available places by school and grade by the beginning of the admission period, or as soon as possible. If information about the available places are not available on this page, you can still register your child for an aptitude test by submitting an application.

The schools will send the applicants the invitations for aptitude testing, or inform if there are no places available by August 1st 2022.

Please note before applying

You can apply to two different programmes and to all the schools offering the same programme with one application. If you want to apply to several schools, you should rank the schools in your order of preference. Schools offering the same programme use the same aptitude test, and the test score can be considered in the admissions to all schools that you wish to apply to.

If you are a Helsinki resident, you can apply for the aptitude test in August for grades 1 and 7 only if you have moved to Helsinki after January 2022. For an aptitude test for bilingual education in other grades (grades 2–6 and 8–9), anyone who is interested can enrol. An applicant who is not a Helsinki resident can also apply, but Helsinki residents are given priority in the admissions. An applicant must have an address in Helsinki no later than on the day of the aptitude test, so that they can be considered a Helsinki resident in the admission.

If you wish to apply a place in the fully English-language education in grades 2–9, you can apply via the continuous admission route, if you meet the admission criteria (more information under Basic education in English, continuous admission).

How to apply

Apply here by submitting an electronic form

Applications should primarily be submitted by using the electronic form. The form opens on 2 May at 12 pm noon and closes at 12 pm noon on 22 July 2022. Using the electronic form requires identification with Finnish online banking credentials or mobile identification. All guardians of the applicant must agree on sending the application, but the electronic identification is required from one guardian only. The identification serves as your signature on the form.

Submitting a paper application

If you cannot use the electronic form, fill in and print out the PDF application form.
Post the application form to: Kaksikielinen ja englanninkielinen opetus, Education Division, P.O. Box 51300, 00099 City of Helsinki. You can also bring the form in a closed envelope to the Education Division at Töysänkatu 2D, 00510 Helsinki. Write Kaksikielinen ja englanninkielinen opetus on top of the envelope. You can drop the envelope in our letterbox outside Töysänkatu 2D or hand it to the receptionists during the office hours 8.00–16.00. Please note: Do not send the PDF form via email!

Aptitude test dates in August 2022

  • Wed 3 August 2022: Basic education in English
  • Thu 4 August 2022: Bilingual education (Finnish-Chinese, Finnish-English, Finnish-Estonian, Finnish-Russian and Finnish-Spanish)

    The aptitude test will be arranged only for grades that have free places available. Please note that some schools and grades may not have any free places at all. More places may become available during the summer. Applicants will be notified at the end of the application period if the aptitude test will not be arranged. If the school and the grade that you apply for has available places, you will receive an invitation to the aptitude test prior to the test date. Detailed information about the time and place of the test will be included in the invitation.

    There is no need to prepare for the aptitude test. The aptitude test measures the applicant's skills in the language(s) of instruction. (If you are applying to first grade in bilingual Finnish-English education, the aptitude test is taken in one language only. Please specify in the application form which language your child will take the test in.)

Other school options for basic education in English and bilingual Finnish-English education in grades 7–9

In addition to the municipal schools offering English-language classes, the following lower secondary schools organise basic education in English and/or as bilingual Finnish-English education for grades 7–9:


Admissions for applicants who move to Helsinki in the middle of basic education 


Basic education in English, continuous admission

As of January 2022, only pupils who move to Helsinki in the middle of basic education and have previously studied in English in Finland or abroad have the right to apply for vacancies in grades 2–9. The pupils are placed in classes in accordance with their year of birth. The student must meet the following criteria:

  • The pupil lives in Helsinki. (The application can be submitted before moving to Helsinki, but in order to get a school place, the student's address must be in Helsinki according to the Finnish population information system.)
  • The pupil must have an actual need for a school place, i.e. the pupil is still without a school place in Helsinki.
  • The pupil has received English-language instruction abroad or in Finland that is parallel to Finnish basic education in accordance with the Finnish Basic Education Act, or to English-language education provided elsewhere in Finland in accordance with the Basic Education Act. Please note: We ask all applicants to provide certificates of previous studies in English-language education (instruction fully in English or majority of instruction in English), and if necessary, we contact the school in question to confirm the information. Studying English as one of the school subjects does not meet the admission criteria.
  • Based on the aptitude test, the pupil has sufficient language skills and competence to participate in English-language instruction.
  • In addition, a pupil who is applying to 8th or 9th grade should have A1-level Finnish skills in spoken interaction. See details in the Common European Framework of Reference for Languages (PDF), section Spoken interaction.

How to apply 

  1. Fill in the electronic application form. (note. if you have Finnish online banking credentials.) Attach a recent certificate or study report of prior studies in basic education in English.
    If you are unable to submit the electronic application form, please fill out the PDF application form, basic education in English, continuous admission. Print it, sign it and return it to the Education Division along with the required attachment according to the instructions on the form. The Education coordinator will contact you within two weeks of completing the application form (during holidays the contact period may be longer).
  2. If the above criteria are met, the Education coordinator will refer you to the school for language testing. The schools organise language testing for continuous admission applicants once a month and the tests will be held either in Ressu comprehensive or Maunula primary school. (Please note that no testing is held during the school holidays from June to July.)

Bilingual Finnish-English education, continuous admission

If a pupil moves to Helsinki in the middle of basic education and has previously studied in bilingual Finnish-English education elsewhere in Finland, the pupil can apply for bilingual Finnish-English education if the following criteria are met:

  • The pupil lives in Helsinki. (The application can be submitted before moving to Helsinki, but in order to get a school place, the student's address must be in Helsinki according to the Finnish population information system.
  • The pupil must have an actual need for a school place, i.e. the pupil is still without a school place in Helsinki
  • The pupil has received bilingual (Finnish-English) education provided elsewhere in Finland in accordance with the Basic Education Act. Please note: We ask all applicants to provide certificates of previous studies in bilingual education, and if necessary, we contact the school in question to confirm the information. Studying the target language as one of the school subjects does not meet the admission criteria.
  • Based on the aptitude test, the pupil has sufficient language skills and competence to participate in instuction both in Finnish and in English.

How to apply

  1. Fill in the electronic application form: Continuous admission for bilingual education. Please note that you need Finnish online banking credentials for identification. Attach a recent certificate or study report of prior studies in basic education in bilingual education.
    If you do not have Finnish online banking credentials, please fill out the PDF application form, bilingual Finnish-English education, continuous admission. Print it, sign it and return it to the Education Division along with the required attachment according to the instructions on the form. The Education coordinator will contact you within two weeks of completing the application form (during holidays the contact period may be longer).
  2. The Education coordinator will contact you within two weeks of completing the application form (during holidays the contact period may be longer).
  3. If the above criteria are met, the Education coordinator will refer you to the school for language testing.  The school will be in touch with you about the testing time and place. (Please note that no testing is held during the school holidays from June to July.)
