Central Pedestrian Zone and Underground Distributor Street Project

Project description:

The City is looking at possibilities for a significant expansion of the central pedestrian zone and thereby making the city centre even more attractive and functional, and for building an underground distributor street so as to reduce traffic in the city centre and the heavy traffic to and from harbours. The distributor street would largely be financed through road tolls.

Objective:

The objective is to investigate the conditions for a larger extension of the central pedestrian zone that will noticeably make the city centre even more appealing and functional, and for an underground distributor street reducing traffic in the city centre and the heavy traffic to and from harbours. The idea is also to study how investment for the distributor street could be financed through road tolls.

Parties and partners:

The City’s own actors: Helsinki City Executive Office, the Urban Environment Division, the Culture and Leisure Division, the Port of Helsinki and HSL public transport.

Cooperation partners: businesses in the city centre, property owners in the city centre, representatives of the transport business, residents, businesses in planning and construction, as well as external experts.

Organisation:

The project has a Project Director at Helsinki City Executive Office.

A project group possessing the appropriate expertise is appointed from the Urban Environment Division, the Culture and Leisure Division, the Port of Helsinki, HSL public transport, as also from business, economy and planning officials at Helsinki City Executive Office.

A steering group is set up for the project.

External experts are consulted, too.

The City’s own actors and cooperation partners are engaged in the work in different ways.

A possible delivery phase of the project is organised separately later on.

Decision level and time table:

The findings of the brainstorming phase will be published, and what has been achieved during the general planning phase is presented to the City Executive Group and the City’s environment committee for decisions.

The evaluation of the alternatives produced by master planning and how they should proceed are presented for the City Executive Group.

An evaluation of the findings and conditions of the master planning and decisions on further measures are presented to the City Executive Group in 2020.
