Emergency prevention

One of the central duties of the Helsinki City Rescue Department is to prevent emergencies (Clause PeL 379/2011 42). This includes:

  • General emergency prevention in cooperation with other authorities, organisations and residents
  • Safe use of buildings
  • Inspections performed by authorities
  • Information, and
  • careful handling of fire, hazardous materials and equipment.

The Helsinki City Rescue Department prepares an emergency prevention action plan annually. This plan describes the activities performed to prevent emergencies in the upcoming year.


A fire safety inspector is can be reached at +358 (0)9 310 31203 to answer resident questions about fire safety on weekdays from 8:30–11:30 and 12–15:30.

Emergency risk report

The Rescue Act mandates authorities, municipalities and public corporations to report fire hazards and other emergency risks that they have detected to rescue authorities.
