The social welfare, health care and rescue services reform in Helsinki

Preparations for the social welfare and health care reform are underway in Helsinki.

The new social welfare and health care model means that 21 wellbeing services counties will be established in Finland. The responsibility to organise social welfare, health care and rescue services will be transferred from the municipalities to the wellbeing services counties.

Helsinki is the only municipality that will remain responsible for organising social welfare, health care and rescue services and not be part of any wellbeing services county.

Five services counties will be established in Uusimaa: West Uusimaa, East Uusimaa, Central Uusimaa, Vantaa and Kerava, and Helsinki. The reorganised joint county authority for the Hospital District of Helsinki and Uusimaa (the HUS group) will be responsible for organising specialised health care in Uusimaa.

The personnel of the City of Helsinki will remain employees of the city when the reform takes place.

2021

  • The interim administration started in the wellbeing services counties (does not apply to Helsinki)
  • The sub-committee for the reorganisation of health care, social welfare and rescue services was set up under the Helsinki City Board
  • The provisional Hospital District of Helsinki and Uusimaa preparatory group starts its work
  • The Restructuring of Social Welfare and Health Care project 2020–2021
  • The Future health and social services centre project 2020–2023

2022

  • The county elections take place in January elsewhere in Finland, but not in Helsinki, where the City Council elected in the municipal elections will act as the highest decision-making body in the social welfare and health care reform
  • In March, the term of the county councils begins and the HUS group starts operations
  • The Future health and social services centre project 2020–2023

2023

  • Elsewhere in Finland, the responsibility for organising social welfare, health care and rescue services is transferred to the wellbeing services counties. This does not apply to Helsinki, since Helsinki remains responsible for arranging social welfare, health care and rescue services for its residents.
  • The Future health and social services centre project 2020–2023
  • New Social Services, Healthcare and Rescue Services Division starts 1st of January 2023
  • The social welfare, health care and rescue services budgets are separated from the city budget
