Has to be arranged, if the person, due to their disability or illness, requires necessary help in order to carry out normal everyday actions.
It is arranged for a person with severe disabilities, who, due to his or her disability or illness, requires a great deal of long-term or permanent help from other people in daily actions, during all hours. Primarily, the service covers housing and the individual's own, active life: not treatment, care or supervision.
It is an outpatient service. The sheltered housing of people with severe disabilities includes an accessible apartment, necessary aid for living and sufficient living security. Depending on the customer's service needs, he or she may live in an individual apartment, a sheltered housing group or a service home.
The customer will pay for the rent of the apartment and all other costs concerning their daily life. The customer also pays for medication and other medical expenses. The necessary help and support for housing, required due to a disability, is free of charge for the customer.
The service is applied for via the social worker of the social work services for the disabled of the customer's own residential area, through a Disability Services Application form. Swedish-speaking customers should apply for the services via the Eastern Office of the social work services for the disabled, where they can receive service in Swedish.
The Department applies a service voucher of sheltered housing for those providers who have been approved as voucher service providers.
The service needs are assessed, based on a doctor's statement, the amount of necessary support and functional abilities of the customer. A social worker from the Services for the Disabled will make the comprehensive review. If necessary, a statement from a functional therapist or a physiotherapist will be requested.
The service is only for citizens of Helsinki.
