Selection criteria concerning the residents of service homes
The applicant can be chosen as a resident in a service home, if supported housing is necessary for social or health related reasons.
Even though income limitations have been removed from the selection criteria, the total income of the applying household remains a part of the selection criteria, as an equal factor with the applying household's need for residence and their assets (section 4b in the act on Arava restrictions and section 11b in the Act on Interest Subsidy for Rental Housing Loans and Right of Occupancy Housing Loans).
In order to ascertain the income, a Taxation Assessment Decision, with the itemisation part, must be enclosed with the application.
In Helsinki, the applicant's own permanent apartment is not calculated in his or her assets when selecting the residents. Otherwise, the Arava rental apartment's general assets limits for selecting residents apply.
Assets limits are reviewed twice a year, 30 June and 31 December.

Making an assets assessment
If the assets are under €20,000 in the itemisation part of the Taxation Assessment Decision and/or property taxation card: - The Department of Social Services and Health Care does not request an assets review from the applicant and approves the application. The Department of Social Services and Health Care notifies the Housing Division of the Real Estate Department of the selections afterwards (a so called monthly notification).
If the taxable assets of the applicant exceed €20,000, based on the itemisation of the Taxation Assessment Decision and/or property taxation card: - The ARA assessment will be delivered to be approved by the Housing Division. As an attachment to the ARA assessment, the Department of Social Services and Health Care delivers an assessment on the current value of the assets.
The applicant can be selected as a resident into a service home, regardless of the selection criteria's assets limits of residents in regular rental apartments, if the applicant has the need for supported housing, which is particularly necessary due to social or health related reasons. Making a decision requires delivering the service home application and all the necessary attachments to the Housing Division of the Real Estate Department.
The need for service housing has to be proven through the appropriate documents, which must state that service housing is essential due to social and health related reasons.
