Hietalahdenranta

A development reservation for the surroundings of the Hietalahti market square and basin. With the reservation, the city reserves the area for planning for HGR Property Partners Oy until the end of 2024. The recipient of the reservation has, in line with the city’s instruction, had three plans made for the area, and the plans could be commented on via the Voice your opinion service in April 2022.

A new workplace area is being proposed for Hietalahdenranta

The city has reserved the area of Hietalahdenranta for HGR Property Partners Oy for developing a business premises project and for investigating the feasibility conditions further. HGR Property Partners Oy is a Finnish property development and investment company that focuses on significant property development projects located in the Helsinki Metropolitan Area. The development reservation is valid until 31 December 2024.

The project supports many of the city’s objectives: the public space and cityscape will improve, more business premises will be built within the current city structure, traffic will be streamlined and the attractiveness and pleasantness of the area will be improved both operationally and commercially. The area is planned to be transformed into a public, comfortable and walkable urban space that connects the Hietalahdenranta market square and Bulevardi with the developing area of Telakkaranta and enables access to the sea.

Planning will take into account feedback collected through interaction

The city wants to develop Hietalahdenranta and its environment in cooperation with the residents, operators and users of the area. One of the reservation conditions set by the city is that the feedback collected through interaction be taken into account in the planning. Outside parties have had the opportunity to participate in the development of the project from the beginning of the project.

The preparing of the starting points and objectives of the planning was started in September 2020. They direct how the area will be developed in the future. On the basis of the objectives, the recipient of the reservation will prepare three different plans. The different planning options could be reviewed and commented on via the Voice your opinion service(Link leads to external service) from 17 March to 18 April 2021. The online event for Hietalahdenranta residents was held on 26 August 2021. The staring points, process and interaction of planning and the reference plan were introduced at the event. A summary of the things discussed at the event (pdf, in Finnish).

The starting point of the plans was to create in Hietalahdenranta a high-profile corporate cluster with local services and to develop the public outdoor spaces of the area (the Hietalahdentori market square, the surroundings of the Hietalahti basin and the seaside area) into a high-quality, walkable environment that has a wide range of functions.

In all three ordered plans the amount of new building is almost the same, about 35,000 floor square metres, half of which would be allocated to the recipient of the reservation. The aim is to continue the city block structure of the city centre and to follow the floor heights typical of the area.

With the exception of one motor vehicle lane, all the motor vehicle lanes in Hietalahdenranta are proposed to be moved to the sea side of the Hietalahti basin. A continuous bicycle and pedestrian way will also be built in Hietalahdenranta. A carpark located below the Hietalahti market square is being planned.

There are three planning groups preparing the plans:

  • JKMM Arkkitehdit, Nomaji maisema-arkkitehdit and WSP,
  • Schauman & Nordgren Arkkitehdit, MASU Planning and WSP,
  • Lahdelma & Mahlamäki Arkkitehdit, VSU maisema-arkkitehdit and WSP.

The feedback from city residents will be used to support the reviewing and further refining of the plan options. After that, local detailed planning will be started on the basis of one or several options. The feasibility and costs of the project will be assessed with the reports to be prepared during the local detailed planning. After the development reservation stage, the city will decide on the possible plot reservation.
