Knowledge-based management of Helsinki Travel and Tourism is being developed – the aim is to make better use of tourism data

Knowledge-based management is a vital prerequisite for success in international competition. Tourism industry already makes extensive use of various data sources but information on the tourism ecosystem is fragmented across different systems, and businesses have not had uniform practices for collecting or utilising data. The City of Helsinki wants to support the development of tourism and events by introducing BisLenz, a knowledge-based management software platform. The acquisition of the software platform is part of the measures of the Helsinki Tourism and Events Programme 2022–2026.

“Knowledge-based management is one of the most important areas of development that the City of Helsinki has for the tourism industry. The acquisition of the BisLenz software platform is a concrete way to promote Helsinki’s goal of being a smart destination and a functional event city,” says Nina Vesterinen, Tourism Director of Helsinki.

The new software platform collects tourism-related data into a single software entity where the information is visualised in dashboards. This makes the information widely usable and shareable, both within the city and with other tourist regions, businesses and stakeholders. Information from the software platform can also be used for the decision-making and development of the city’s operations. In addition, it supports the different actors’ development of skills as well as advancing their product development and business. The City of Helsinki has chosen Tridea Oy as the development partner for the BisLenz software platform.

“The world is getting more and more complex so we need reliable facts to make wise decisions. The BisLenz software platform is currently used by 20 regional tourism organisations in Finland. With BisLenz, tourist regions can engage in resource-wise co-creation and learn about good knowledge-based management practices from each other,” says Marko Filenius, CEO of Tridea Oy.

Helsinki Tourism and Events has high objectives for knowledge-based management. In addition to the acquisition of the software platform, the City of Helsinki has formed a knowledge-based management steering group for tourism and events to promote the implementation of the knowledge-based management operating model. The activities also implement Visit Finland’s national knowledge-based management operating model, which is common to the entire Finnish tourism industry. It is therefore hoped that all actors in the tourism industry will join the cooperation and activities.

“The BisLenz software platform offers tangible benefits to businesses in the tourism and event industry as it provides them with immediate access to data that is centralised, cumulative and comparable across businesses. It can be used to make informed decisions and to achieve growth and renewal,” says Nina Vesterinen, Tourism Director.

In the future, it is therefore very likely that the amount of information available to businesses will increase further. The best information is cumulative. The software platform enables tourism businesses to manage the data overload and gain centralised time series data as well as comparable network data from other businesses to support their own operations.

The City of Helsinki’s aim is to make the platform gradually available to tourism businesses in the region during 2023. In the frontline are the partner companies of the Makers of Helsinki tourism network, who will be offered, among other things, piloting of the platform and user training in spring 2023. The first steps towards building tourism businesses’ own dashboards and a common data bank will be taken in the Sustainable Growth for Tourism: Southern Finland project as early as the end of 2022.
