Strategy implementation – indicators and monitoring

The City Strategy incorporates the most important choices and priorities of the 2020s into the city’s everyday life. It helps steer the city’s organisations, services, employees and creation of services towards common goals. We will improve the ability of city residents and employees to monitor the City Strategy in a transparent manner.

The goals laid out in the City Strategy will be assessed with both qualitative and quantitative measures. We will report on the strategy’s implementation to the City Council halfway through the council’s term of office, and if necessary, re-evaluate our implementation methods. The City Board and the City Executive Team also regularly monitor the City Strategy’s key successes, impacts and challenges.

Strategy implementation and monitoring 

The City Strategy is implemented as part of the day-to-day work of the city’s divisions and its various services. To ensure the success and effectiveness of the City Strategy during the strategy period, we will duly monitor key goals and indicators. 

Indicators and their development 

The operations and strategy implementation of the Helsinki City Group’s various divisions, units and subsidiaries are evaluated in an open and public manner. Information that is central to the operation and development of the city must be made available to city residents, city employees and city decision-makers for study and comparison. By sharing up-to-date information openly, we will raise awareness about the development needs of services and operations. Annual reports from the city divisions and subsidiaries and the indicators and figures they contain are reviewed and updated so their efficiency, expenditures and impact can be compared over time, in relation to other cities and in relation to other market players. This transparency and comparability allows us to create the conditions for supporting the well-being of our residents as well as possible with the resources at our disposal. 

The key objectives outlined in the strategy form an important starting point for more detailed annual planning of activities and goals in the city’s divisions and operations.
