City of Helsinki: Strategic Themes and Strategies

The Helsinki Metropolitan Area is a dynamic world-class centre for business and innovation. Its high-quality services, arts and science, creativity and adaptability promote the prosperity of its citizens and bring benefits to all of Finland. The Metropolitan Area is being developed as a unified region close to nature where it is good to live, learn, work and do business.

A. Welfare and Services

1. Client based development of city’s services

  • Service strategies for departments

  • Improving the status of citizens in getting services

  • Common use of services in the Metropolitan Region

2. Increasing the cost efficiency in city’s activities

  • Qualitative and areal optimizing the service network and service capacity

  • Strengthening the information base of service production efficiency and development of measurement and evaluation methods

  • Development of service processes

  • Concentration on support services

  • Development of the methods of organizing services

3. Prevention of social exclusion

  • Direction of resources to excluded or exclusion risky persons and groups

  • Prevention of social exclusion

  • Departmental and regional cooperation in revention of social exclusion

  • Strengthening the employment of exclusion risky persons

  • Development of neighbourhoods and supporting the empowerment of citizens to prevent unequal development of neighbourhoods

4. Strengthening the knowledge of city’s personnel

  • Preparing regional development strategy for urban structure and housing

8. Developing the long term transport system by emphasising public transport
