Talpa ie. The Financial Management Services is a public utility of the City of Helsinki. Talpa produces payment management services (bookkeeping, purchase bills, billing, payments and payroll computation services) to the various offices and utilities of the city. It also gives support to the city government in planning and surveying its activities and economy (making the city accounts, monthly reporting). Talpa also deals with collecting the dog tax.
