Stara’s operations are monitored by the Technical Services Committee of the City of Helsinki. Also two other departments, the Procurement Centre and Wholesale Market of the City of Helsinki, are monitored by the committee.

The Technical Services Committee is a body of trust, which is selected by the Helsinki City Council for four years at a time.

In the city’s administration, the committee and departments operating under its supervision belong to the Public Works and Environmental Affairs that are the responsibility of Deputy Mayor Pekka Sauri.
