The district work locations of the City of Helsinki Youth Department are organised into 12 youth work units, with an Executive Director in charge of each. Eleven of the units are Finnish-speaking and the districts in which they operate are geographically defined. In addition, there is one Swedish-speaking youth work unit that operates throughout the city.
