The City of Helsinki Youth Committee directs, supports and develops youth work. The matters on which it decides include the operational policy according to which youth services are provided and the result targets to be set for the Youth Department. The Committee’s duties include overseeing that the Youth Department operates within the approved budgetary framework.

The City Council nominates the members of the Youth Committee according to political principles every fourth year. 

The Youth Department is headed by a Director, who oversees the work of the office and is responsible for ensuring that the goals set are achieved.
