The Public Works Committee minutes and the decision lists of the Managing Director, Divisional Directors, Bureau Directors and the Procurement Director at PWD-Construction Management are displayed at the City Registrar’s Office on the following Wednesday from the Committee meeting, or should the Department be closed on that day, the following working day. Decisions by the Street Service Director concerning excavation and traffic arrangement permits are displayed at the address Liukumäentie 4.
Appeal against a Decision
A written appeal can be made against a decision by the Public Works Committee or by any official body under its auspices. The appeal is addressed to the Public Works Committee.
An appeal can be made by an inhabitant of the municipality or an interested party. An interested party is one who the decision is aimed at or one, whose right, duty or interest is directly affected by the decision.
If the City Council has, by virtue of the Section 51 of the Local Government Act, taken a decision made by the Committee, its division or a body under their auspices to process, an appeal made against the decision must be processed in the City Council. Appeal against a Decision by the Committee
An appeal against a Committee decision based on a previous appeal is made by filing a municipal appeal to the Helsinki Administrative Court. A municipal appeal on a Committee decision based on a previous appeal can only be made by the person who has filed the first appeal. An Appeal on a Street Plan or other Plan Concerning Public Areas
An appeal cannot be filed against a street plan or another plan concerning public areas, but an administrative appeal is filed in Helsinki Administrative Court.
Procurement Issues
In procurement issues, anyone who has participated in an invitation to tender can file an appeal with the Market Court.
