HKL is part of the city of Helsinki and functions as a public utility enterprise. All important decisions concerning matters on HKL's responsibility are made by HKL's board of governors. The matters considered in the meetings of the City Transport Committee are prepared by HKL.
Plans and projects of great importance for the society will be brought to the City Council for approval after they have been handled and approved of by the HKL's board of governors and the City Board. An example of such a project has been the plan to renew the passage control system of the metro to facilitate the introduction of an automated metro in the future.
