Implementation plan of The City of Helsinki Strategy Programme related to immigration and ethnic diversity  

Progress of planning in 2013-2016

The programme on immigration and ethnic diversity has been developed under the leadership of the Immigration Division since 2008 in co-operation with the city departments and other stakeholders. On the basis of the policies outlined in the City of Helsinki Strategy Programme, approved by the City Council in the spring, the City of Helsinki Immigration Division drew up an implementation plan related to immigration and ethnic diversity.

How the strategy programme has been done?

The City of Helsinki began the strategic work in questions of immigration, diversity and social integration during the autumn of 2012. The new City Council was elected in 28 October 2012, and it approved the strategic policies for the City of Helsinki for the years 2013–2016.  The strategic policies guide the city's finances and operations until the selection of a new City Council in 2016.

The new strategy includes many policies that were already started during the earlier period. Thus, the development process was updated and redirected, where necessary. Consequently, some themes and areas gained in priority in relation to others.   

Policies related to immigration, diversity and social integration were discussed and created during the autumn of 2012 in the following forums:
- in the Advisory board on Immigration and Integration
- in hearing immigration organisations
- in the immigration and integration policy expert network formed by the city's specialists in the field

Besides, a comprehensive self-assessment questionnaire was used in surveying the view of the city's operators on matters relating to the city’s  services, immigrants and equality. Development propositions were also requested. Information was published on the Immigration Division website. It was also asked if there were any new issues  that should be brought forward in the strategy concerning good practices of immigrants' integration and ethnic diversity in Helsinki
