At the moment, some twenty thousand invoices are still undispatched. This is almost a normal figure.</p><p>E-invoices are in use if new contracts have been made. Direct debiting does not run smoothly yet. Despite a prior notice, all invoices have not been collected yet. ‘’However, direct debiting will be done immediately after the system is back to normal again’’, says Sami Rantanen.</p><p>Requests for deferring payment not very frequent</p><p>When needed, the City’s customers can request an extension of the payment time. ‘’According to the estimates for the early year, different payment arrangements requested by customers numbered from<br />2 000 to 3 000. The city has also started sending e-invoices to private individuals.<br />The March payments for children’s day-care, home care and school children’s afternoon care are being invoiced now. However, the invoice backlog of earlier this year has been partially solved.&#160;</p></div>]]><![CDATA[<p>The invoicing of the City’s services are in various stages and the invoicing of health care payments, for instance, is almost up to date.</p><p>’The City of Helsinki Departments are working extra hard to catch up with the delay in invoicing as soon as possible’’, says Budget Manager Tuula Saxholm. ‘’I regret all inconvenience that may have been caused by the delay in invoicing’’ Ms Saxholm says.</p><p>The City’s Financial Management Services dispatch some 1,3 million invoices per year, i.e. almost 110 000 invoices per month.</p><p>Some 300 000 of this year’s invoices have been dispatched so far and about 250 000 invoices wait to be dispatched. Invoicing has started in dental care, day-care, school children’s afternoon care and ambulance services. ’’It seems that the major part of the early year’s invoices can be dispatched by end of June’’ says Project Manager Sami Rantanen from the Economic and Planning Centre.</p><p>The City dispatches a customer’s invoices at certain intervals with the purpose of allowing enough payment time. ‘’If a customer has difficulties in paying, new payment arrangements can be negotiated and agreed’’, says Sami Rantanen.</p><p>As a general rule, the payment period of the City’s invoices is always 14 days.</p><p>Further information on invoices:<br />Customer payments of the Social Services Department and the Health Centre,<br />tel. 09 310 25300 &#160;<br />Other invoices, tel. 09 310 25630<br />Workdays from 8.15 to 16.00 hrs. Along with the reform, the contents of the invoice were altered and the validity of the former direct debiting and e-invoicing contracts expired. The comparable expenses of the City grew about 4.8% in 2012. The expense growth almost doubled from 2011, when the growth was 2.5%.</p><p>The City Board discusses the financial statements on Monday, March 25, 2013.
