The schools have clearly spelled out that they do not tolerate harassment and bullying. Students mainly rate the spirit at schools good. However, student wellbeing and career counselling services should be developed further.</p><p>The findings were made by the school authorities of the Cities of Helsinki, Espoo, Vantaa and Kauniainen last autumn with a survey that explored student views of services and matters to be developed at the area’s general upper secondary schools (“lukio”). Respondents numbered 8,546, corresponding to an average of 70 percent of the general upper secondary school students in the area cities. &#160;&#160;&#160;</p><p><strong>School culture approved</strong></p><p>School services received an overall good approval rating in the survey. The ratings among various sub-groups of respondents varied from 3.35 to 4.06 on a scale up to 5. Students at Swedish-language schools were somewhat more satisfied with services than students at Finnish-language schools, and boys were somewhat more satisfied than girls. There were no major differences between the cities.</p><p>The topics that received the highest approval ratings were related to the general school culture, such as intolerance of harassment and bullying and general feeling of safety at school. As a result, schools have succeeded well in their efforts to communicate to students that harassment and bullying are not tolerated; however, with zero tolerance in this regard, schools still need to do more.</p><p>Students feel that they are cared for, the communal spirit at schools is good, and teachers treat them fairly. Students are generally content with single subject teaching. Four out of five students either fully or partially agree that student health services are adequate, and as many are content with the facilities, the pace of studies, the usefulness of studies, use of information networks, and opportunities to participate in international activities.</p><p><strong>Student counselling and wellbeing services to be developed further</strong></p><p>The survey discovered many areas to develop further. For example, online courses are offered to less than half of the total student body. Only about half of the respondents felt that they had received adequate social support in their studies, personal support in larger questions of life, support in career plans, or information on educational opportunities after general upper secondary education. One-fifth of the respondents did not receive help in learning difficulties, and one-quarter was unhappy with school meals.</p><p><strong>Findings from Helsinki</strong></p><p>City of Helsinki general upper secondary schools have paid special attention to online studies, which was reflected in the responses from the City schools. Helsinki students also feel that school health care services are adequate.</p><p>Helsinki students are least content with school meals and the quality of indoor air, with one-third of the respondents expressing unhappiness with meals and one-fifth with indoor air. In addition to these two areas, the third area in need of improvement in City of Helsinki general upper secondary schools is career planning.</p><p><a href="/hki/Opev/en/General+upper+secondary+education" >General upper secondary education</a></p>]]></description><category></category><pubDate>03 May 2013 07:14:16 +0300</pubDate></item><item><title><![CDATA[Helsinki needs more vocational upper secondary education opportunities]]></title><link>http://www.hel.fi/hki/Opev/en/News/helsinki_needs_more_vocational_upper_secondary_education_opportunities</link><guid>http://www.hel.fi/hki/Opev/en/News/helsinki_needs_more_vocational_upper_secondary_education_opportunities</guid><description><![CDATA[<div class="ingressi"><p>A total of 5,529 young people will graduate from comprehensive school in Helsinki in this spring.</p></div>]]><![CDATA[<p>The spring 2013 joint application process for post-comprehensive school upper secondary education in Helsinki encompassed 12,853 comprehensive-school graduates applying for primary placement either in vocational upper secondary education or in general upper secondary education. Available places in upper secondary educational institutions number 8,553 in Helsinki.&#160;</p><p>The shares of primary applicants to vocational upper secondary education and to general upper secondary education were 59 percent and 41 percent respectively. &#160;&#160;&#160;&#160;</p><p>A total of 5,529 young people will graduate from comprehensive school in Helsinki in this spring. In the joint application process, Helsinki Vocational College (a new college that combines all vocational upper secondary education for young people in Helsinki) received 1.6 primary applications for each entry-level place in the college. City of Helsinki operated general upper secondary schools received 1.2 applications for each entry-level place. It continues to be fairly difficult for applicants to find placement in their field of choice in vocational upper secondary education.</p><p>Hundreds of young people in Helsinki will fail to find placement in upper secondary education in this spring’s joint application, as in previous years. General upper secondary schools admit 60 percent of comprehensive-school graduates in Helsinki. Young people have markedly poorer possibilities to be admitted to vocational upper secondary education in Helsinki than elsewhere in the Helsinki Metropolitan Area and in all of Finland.</p><p>The City of Helsinki needs 1,500 new vocational upper secondary education places from the Ministry of Education and Culture, in order to fulfill the requirements of the training and youth guarantee (which ensure young people opportunities for further education or work).</p><p><strong>Helsinki Vocational College plans to establish an open vocational college</strong></p><p>The results of the joint application 2013 will be announced on 13 June. Applications to places in upper secondary education not filled are accepted in an additional application process from 5 to 12 July.</p><p>Those young people in Helsinki who are left without a place in upper secondary education can seek placement in vocational start courses, preparatory training to vocational education for young people with immigrant background, the tenth grade of comprehensive school, or apprenticeship training.</p><p>Applications to preparatory training to vocational education for young people with immigrant background are accepted from 3 June to 4 August. Applications to vocational start courses and Finnish tenth grade classes are accepted from 5 July to 4 August. The application period is between February 25th and March 15th, 2013.</p><p>In the joint application, students can apply to a vocational education based on comprehensive school or general upper secondary school. Information regarding the study places beginning in the autumn can be found at <a href="http://www.koulutusnetti.fi" target="_blank" >www.koulutusnetti.fi</a>.</p><p>The joint application is done online, but it is also possible to apply using a regular application form. The form can be found at <a href="http://www.haenyt.fi" target="_blank" >www.haenyt.fi</a>, and it must be submitted to the National Board of Education no later than Friday March 15th, 2013 by 4:15pm.</p><p>If you need help to fill out the application form, please contact the National Board of Education Guidance Office, tel. 029 533 1010.</p><p>The results from the joint application will be ready by June 13th at the earliest. The event will last for about 1½ hours and admission is free.</p><p>Eight upper secondary schools from Helsinki will take part in the event. It will be opened at 2 pm by Deputy Mayor Ritva Viljanen.</p><p><strong>Information on New School Seniors’ Ball</strong></p><p>Practising and performing ball room dances for the New School Seniors' Ball is an important part of the education of culture and etiquette of upper secondary schools. The traditional New School Seniors’ Ball event was organised for the first time in Helsinki in 1992.</p><p>The course teaching ball room dances for the New School Seniors’ Ball is one of the most popular courses among upper secondary school students. During the course, students practise traditional 19th century ball room dances and also more modern dances from the beginning of the 20th century. The trucks will gather at Merisatama beginning at 12.30 pm. The convoy will set forth at about 1 pm when the first trucks will cross the start line by the Market Hall. Afternoon activities are organised for first and second graders and for students in need of special support. During the on-going school year, more than 7,000 students will take part in afternoon activities.</p><p><strong>Approximately 270 locations around the city</strong></p><p>The City of Helsinki arranges open afternoon activities in playgrounds and in the form of group activities in schools or at facilities near them. Afternoon activities are provided by trained adult instructors.</p><p><strong>Applying for afternoon activities organised by schools</strong></p><p>Group afternoon activities for basic education are offered in approximately 200 locations around the city. These activities are organised by schools, parishes, other organisations and private individuals.</p><p>Submit the application form to the afternoon activities location to which your child is primarily applying to. You can also submit the form to your child’s school on 30 January when enrolling him/her in first grade. For all applications submitted before the 19 April deadline, parents will be informed of the decision by 5 July.</p><p>Application forms are available at schools and afternoon activities locations as well as online throughout the application period.</p><p>A fixed monthly fee is charged for afternoon activities. In school year 2013–2014, the fees are</p><ul><li>€80 per month (activities end at 4 pm)</li><li>€100 per month (activities end at 5 pm)</li></ul><p>The website of each school will publish a local afternoon activities brochure (under school introduction) that lists the afternoon activities providers and presents the different activities and their schedules.</p><p>Application form and additional information on afternoon activities is available on the Education Department website at <a href="http://www.edu.hel.fi/afternoonactivities" >www.edu.hel.fi/afternoonactivities</a>.</p><p><strong>Enrolment for open afternoon activities at playgrounds</strong></p><p>The Department of Early Education and Care provides open afternoon activities for school children at 67 different playgrounds. The service is available in Finnish, Swedish and English. You can also enrol your child by visiting his/her school on <strong>Wednesday 30 January 2013 from 8 am to 10 am or from 5 pm to 7 pm</strong>.</p><p>The Education Department of the City of Helsinki will send all next autumn’s first graders an information package entitled ‘Welcome to School’ between 2 and 11 January 2012. The package includes a notification of compulsory education, a ‘Welcome to School’ guide and an ‘Afternoon Activities for Schoolchildren’ brochure.<br />The Education Department’s website at <strong><a href="http://www.hel.fi/hki/opev/fi/Peruskoulut/Tervetuloa+kouluun" >www.edu.hel.fi/tervetuloakouluun</a></strong> contains further information and instructions on how to enrol your child in school.</p><p><strong>Children residing in Kannelmäki, Pihlajamäki-Pihlajisto, Puistola and Vuosaari must be enrolled in their local school at the latest by 30 January 2013.</strong></p><p>The so-called extended school catchment areas of Kannelmäki, Pihlajamäki-Pihlajisto, Puistola and Vuosaari have several comprehensive schools. The City of Helsinki will appoint one of these schools as your child’s local school based on the distance from your home to the school. If your child has a sibling attending one of the schools in the area, this will also be taken into account in the decision.</p><p>You must confirm your child’s placement at his/her local school either electronically between 2 and 30 January 2013 at wilma.edu.hel.fi or by visiting your child’s school on 30 January 2013.<br />In the ‘Welcome to School’ information package, guardians will receive a decision on which school their child is to attend and also their Wilma User ID and password.</p><p><strong>Enrolment at school on 30 January 2013</strong></p><p>You can also enrol your child by visiting his/her local school on Wednesday 30 January 2013 from 8 am to 10 am or from 5 pm to 7 pm.</p><p>School staff will give you advice and information on many practical things related to your child starting school. This year the City of Helsinki is celebrating its 200th anniversary as capital city, and the jubilee year will also show in the programme of the Independence Day Reception.</p><p>This year, the personal invitation of Mayor <strong>Jussi Pajunen</strong> was answered by 4 910 children and 432 teachers. Some fourth-graders from Isojoki school in Southern Ostrobothnia will also attend the reception this year.</p><p>The guests are welcomed with a handshake. The hosts are Mayor Jussi Pajunen and Mrs. <strong>Jaana Pajunen</strong>, Deputy Mayor <strong>Ritva Viljanen</strong> and Director <strong>Rauno Jarnila</strong> from Helsinki City Education Department and his spouse Mrs. <strong>Eva Jarnila</strong>.</p><p><strong>Tasty memories from different eras</strong></p><p>After the handshaking ceremony, the guests will have a glass of sparkling wild berry juice from Kainuu province, and then they will move over to the delicious buffet. Chef Luola has been inspired by Helsinki’s 200-year history as capital and the flavours of its different eras.</p><p><strong>Old dances, Emperor Alexander I – and Diandra</strong></p><p>The children have been preparing for the reception all autumn. They have been learning old dances and deportment. This year’s star is <strong>Diandra</strong> accompanied by <strong>Must</strong>. <strong>The Brass Band of the Guards</strong> accompanies the arrivals in the lobby and is also responsible for the dance music. The Band accompanies the singing of the National Anthem. <strong>Circus Supiainen</strong> entertains the diners in the Congress Wing. The Education Committee’s Finnish and Swedish divisions will appoint the new boards in February 2013.</p><p><strong>The board’s decisions matter</strong></p><p>As members of the board, parents can influence what kind of school their children attend. Boards meet a few times a year. The decision was made by the City Council on September 26.</p><p>The merger of the three institutes will bring about the biggest vocational upper secondary institute in Finland with approximately 15,000 students. The institute will offer vocational curriculum-based training for young people as well as 10th grade and workshop activity. In addition, it will provide apprenticeship training, competence tests, and working life functions under a separate branch for adult education.</p><p><strong>The new institute will feature four different fields of study</strong></p><p>The vocational education and training for young people will be divided into four main fields of study, each of which will include several specific study programmes:</p><ul><li>Welfare</li><li>Service and culture</li><li>Technical services</li><li>Industry and logistics</li></ul><p>The reform will not affect next spring’s joint application, as the current study programmes will stay the same.</p><p>Some of the objectives of establishing the new institute are to make studies more working-life oriented, more flexible and more individual than before, and to uniform the quality of student guidance and support services.</p><p>The new institute will first continue to function in the same physical locations as before. Future objective is to concentrate studies in fewer locations so that services such as student guidance and support will become more accessible to students.</p><p><strong>Name competition</strong></p><p>There will be an open competition on the name of the new institute. Everyone living in Helsinki can participate in the competition on the Education Department’s web page between October 8 and October 21.</p><p>A jury will select the best proposals which will then be presented at the secondary education fair Next Gate, held at the Cable Factory between November 6 and November 8. Two to four students and one teacher from every school in the region will take part in the Student Association Days. The Ruuti Student Association Days are organised by the Education Department.</p><p>The Student Association Days involve brainstorming and planning the school year’s activities together with representatives from participating groups. There will be workshops on communication, encouragement, event production and international issues. The schools and institutes will also provide information on how new students should proceed in order to accept their study place.</p><p>Students admitted to upper secondary schools must confirm their study place by Thursday 28 June. Instructions for accepting the study place will be sent together with the study place decision. Helsinki upper secondary school for adults will already have ceremonies on Friday evening.</p><p>This spring in schools run by the City of Helsinki, some 1,620 students will graduate from upper secondary schools and some 1,290 leave a vocational institution with a basic vocational qualification.
